List all player flags.

## Options

| Name        | Description                           |
| ----------- | ------------------------------------- |
| `flag_type` | The type of the flag (ban or strike)  |
| `player`    | Show all flags against a player       |
| `clans`     | Clan tags or aliases to filter clans. |
